Michael D. Davis, President & CEO
Mr. Davis joined OFA in 2011 and is responsible for the oversight of both the Development Finance and Industrial Finance Authorities. Each authority is actively engaged in providing financing solutions for economic development, public infrastructure, healthcare and higher education throughout the state of Oklahoma. Before joining the Oklahoma Finance Authorities, Michael was Vice President of Finance at the Oklahoma Student Loan Authority where he was responsible for funding and secondary market strategies, public debt issuance and managing investor relations. Previously, Mr. Davis spent 10 years with MidFirst Bank. He held positions of increasing responsibility over his tenure in mortgage lending, financial management, accounting, operations management, and information technology. Mr. Davis is a native Oklahoman and holds Bachelor of Science degrees in both Quantitative Economics and Finance from Oklahoma State University. Mr. Davis is a Certified Public Accountant and is a member of the American Institute of Certified Public Accountants.
Jeremy Stoner, Senior Vice President
Mr. Stoner joined OFA in 2012 and is responsible for identifying and providing financing solutions in all forms, including grants, loans, conduit bonds, and incentives for public infrastructure and economic development projects throughout the state of Oklahoma. Prior to joining the OFA, Jeremy spent 12 years with MidFirst Bank in various roles for consumer, mortgage, and commercial lending. Many of his roles in banking and now at the OFA prioritize customer service, training, and helping solve complex problems. A lifelong Oklahoman, Jeremy holds a Bachelor of Science degree in Agricultural Economics with a minor in Finance from Oklahoma State University and he holds a Masters in Business Administration from the University of Central Oklahoma. He also obtained certification as an Economic Development Finance Professional from the National Development Council.
Jody Harris, Business Development
Ms. Harris joined OFA in 2020 and assists businesses with State Incentives and funding opportunities through the state and the federal government. Prior to joining the OFA, Jody spent 17 years with the United States Department of Agricultural, Rural Development as a Loan Officer and Energy Coordinator. In her career roles, she has managed several federal programs and oversaw $159M in direct loans, as well as a grant portfolio valued at $127.5M. Jody has been an entrepreneur most of her life. In 2016, she owned and created a natural hand sanitizer business before selling it in 2020. Jody’s roots run deep in Oklahoma, as she was born and raised in Oklahoma.
Melissa Burgard, Asst. Vice President
Ms. Burgard joined OFA in 2021 and is responsible for designing, developing and maintaining reporting for core business functions as well as coordinating and managing multiple financing projects including loans, bonds and State Incentives. Prior to joining OFA, Melissa spent over 13 years at the Oklahoma Student Loan Authority where she was responsible for asset analysis for debt financings and related loan portfolios, cash flow projections, financial management reporting and managing investor relations. A lifelong Oklahoman, Melissa holds a Bachelor of Business degree in Finance from the University of Central Oklahoma.
Lorie Collier, Asst. Vice President
Ms. Collier joined OFA in 2012 and manages daily business operations including purchasing, accounts payable, personnel, data processing and working on policy and procedures for OFA. Lorie also serves as Secretary to OFA’s Board of Directors. She has been a Certified Procurement Officer for the State of Oklahoma since 2013. Prior to joining OFA, she worked for the Oklahoma State Bond Advisor’s Office for 15 years and Oklahoma Department of Tourism for 8 years. Lorie is native to Southwest Oklahoma where she was born and raised.
Courtney Hartog , Asst. Vice President
Courtney joined OFA in 2024 and is responsible for accounting and financial reporting functions such as financial statement preparation, budget development, revenue/expenditure monitoring and reporting, and payroll. Prior to joining OFA, she spent 9 years working in public accounting as an auditor. Courtney was born, raised, and still lives in Central Oklahoma. She holds a Bachelor of Science in Accounting from East Central University and is also a Certified Public Accountant.
